This article sought to identify the demands for services and actions within the scope of water resources management from the perception of the presidents of the basin committees in the state of Rio Grande do Sul. The methodological procedure adopted was the completion of a questionnaire, via an electronic form sent to all committee chairpersons. The topics covered were the main actions and difficulties, sources of technical support and resources, representativeness, representation, model of how the future agency should be, among others. There were few respondents, 10 in a universe of 25 committees. The main considerations are the lack of support in the functions of executive secretariat to the committees; the main source of financial resources is the State Fund and technical support is the state governing body; the difficulties in relation to the basin plans and the demand for administrative services and logistical services. Furthermore, regarding the support structure, there was a division in the respondents' perception of whether it would be a public or private entity and whether it should be a structure per basin or one for each region.
