POPULAR PARTICIPATION IN PUBLIC MANAGEMENT AND BASIC SANITATION PROCESSES: A CASE STUDY IN RURAL COMMUNITIES IN THE MUNICIPALITY OF JAPERI-RJ

Since the process of Brazil’s redemocratization, the national legislation has made notable advances in relation to popular participation in social control, which is considered a structuring axis in recent legislation. In this sense, the present work seeks to analyze to what extent such advances are incorporated in the rural reality of the lowlands of Rio de Janeiro, having as object of study the municipality of Japeri-RJ. The methodology included participation in meetings and plenary sessions of popular collectives in Japeri, literature review with national articles written in the last two decades and documentary research at national, regional and municipal levels with the theme of popular participation and social control. The analysis reveals that there are still many gaps to be filled, as well as the obstacles to be overcome so that popular participation in the decision-making process of public management can be fully implemented and the municipality of Japeri does not escape this reality.
