PAYMENT FOR ENVIRONMENTAL SERVICES IN RONDÔNIA – LEGISLATION AND FUTURE PERSPECTIVE

Rondônia suffers the consequences of intensive land use and occupation, and it is known that changes in the Amazon can have serious consequences. One of these being the loss of access to fresh water. In this context, payment for environmental service – PES appears as an economic instrument that considers the principles of the user – payer and provider-receiver as a way to encourage rural producers to consider the environmental service in their decisions. The PES regulation in Rondônia comes with Law nº 4.437/2018. This study presents the historical context of some PES cases implemented in Brazil and the cases that have already been implemented in Rondônia, namely, the Quintais Amazônicos project carried out in the municipalities of Itapuã do Oeste, Cujubim and Machadinho do Oeste by RIOTERRA, and the REDD+ project implemented in the Resex do Cautário. In this case, the company that won the concession was Permiam Global and the Resex carbon credits were acquired by Volkswagen, thus 95 families residing in the area will receive a monthly green grant in the amount of R$1,000.00 for 30 years. However, when the deforestation rates in the state of Rondônia are analyzed, the cases of PES implemented are still not enough to significantly impact the reduction of deforested areas. Therefore, we emphasize the need to disseminate the PES institute, to promote the implementation of a greater number of cases, and thus guarantee the protection and preservation of natural resources.
