THE CITIZEN PARTNER OF THE BASIN COMMITTEE: A PRACTICAL GUIDE TO IMPROVE THE PROCESS OF SOCIAL MOBILIZATION IN WATER RESOURCES PLANNING

Abstract

The model of decentralized and participatory management of water resources, advocated by Federal Law No. 9433/97, brought changes in decision-making processes for the elaboration of policies with social participation. Giving legitimacy to this new governance model through the implementation of the main management instrument, the basin plan, and enabling the appropriation of the information contained therein, is a major challenge for public managers and for the basin committees. This study was inspired by the urgent need for social mobilization capable of promoting the appropriation of this information by society and starting the construction of pacts that make the actions approved in the Plan effective. It is in this context that the present work has as main objective to propose a guide to support the process of social mobilization in the participatory planning of water resources. For this, the methodological approach used was qualitative, of the participant research type, involving the use of interviews and documentary analysis. As a result, a guide of guidelines and basic concepts was created for the creation of articulation plans and social mobilization projects entitled “The citizen partner of the Basin Committee: Practical Guide to improve the social mobilization process in the participatory planning of water resources”.
